Government outlines list of projects that will be inspected by the office of Prime CS and Ministry of Interior

The government will begin nationwide inspection of development projects amid reports of President William Ruto's administration relaunching ghost projects using billions of taxpayer money. 

In a statement on Monday, National Government Coordination Secretariat (NGCS) Communications Director Andrew Teyie said that the Office of the Prime Cabinet Secretary and Interior Ministry would jointly conduct the inspection from September 10, 2024, to September 14, 2024. 

The inspection teams will begin in Eastern and Coast regions and then head to the North Eastern, Nairobi, Central, Rift Valley, Nyanza and Western regions. 

They will also document issues and identify challenges for better coordination of service delivery. 

The government has lined up 13 programmes for inspection including; 

1) Completion of Kenya Leather Industrial Park (Kenanie Leather Industrial Park) in Machakos County.

2) Expansion of acreage under Cotton Production from 26,000 acres to 200,000 acres and avail BT Cotton Seeds. 

• Cotton Production and BT Cotton Seeds in Tharaka Nithi

• Cotton Production and BT Cotton Seeds in Kitui

• Cotton Production and BT Cotton Seeds in Meru

• Cotton Production and BT Cotton Seeds in Mtwapa

3) Establishment of County Aggregation and Industrial Parks in all 47 Counties Projects such as the Coast (County Aggregation and Industrial Parks (CAIPs) in Lunga Lunga, Kwale County.

4) Completion and Operationalization of SEZs Eastern (Special Economic Zone - Athi River) and Coast (Dongo Kundu SEZ). 

5) Construction of 200,000 Affordable Housing Units Annually

• Moke Gardens - Athi River - 4,118 units in Machakos

• Civil servants houses – 220 units in Embu

• Embu NHC Affordable housing - 400 units in Embu

• Mzizima Estate – 1,582 units – Mombasa

• Matuga AHP- 172 units in Kwale

6) Construction of 6,000Km of Roads (3,500 Km under conventional method and 2,500 Km of low-volume seal Roads)

• Chiakariga-Marimanti-Gatunga Road (36Km) in Tharaka Nithi

• Nkubu - Rubiri – Kamurita in Meru (12Kms)

• Kwale and Ukunda Township Roads – KURA

• Mwache – Mteza in Mombasa – KeNHA Lot 2: Mtwapa - Kwa Kadzengo in Kilifi

• Bamba - Ganze – Kilifi (56Kms) KeRRA

7) Expansion of Technical Vocational Education and Training Eastern

• Chuka TTI in Tharaka Nithi 

• Mukiria TTI in Meru

• Kaelo TTI in Meru

Coast

• Kenya Coast National Polytechnic in Mombasa

• Ahmed Mwindani TTI in Mombasa

• Msambweni TTI in Kwale

• Weru TTI, Malindi in Kilifi

8) Completion of Bachuma Livestock Export Zone (LEZ) and Construction and Operationalization of Lamu LEZ

Coast (Bachuma Livestock Export Zone (LEZ) – Taita Taveta). 

9) Development and Operationalization of Ports such as the Mombasa port. 

10) National Liquefied Petroleum Gas Enhancement project such as the Kenya Coast National Polytechnic in Mombasa

11) Construction and improvement of the National Government Administration Infrastructure.

• Refurbishment of Machakos County Commissioner’s offices - Machakos

• Refurbishment of the Isiolo County Commissioner’s Offices

 • Refurbishment of Kwale County Commissioner’s offices

12) Ultra-Modern Tuna Fish Hub at Liwatoni in Mombasa

13) Galana-Kulalu Food Security Project in Kilifi

The move has, however, been met with criticism from the public who question why the government is taking action after a string of exposés by lawyer-turned-activist Morara Kebaso. 

The lawyer has been on a nationwide tour, documenting numerous incomplete or abandoned projects and calling out the government for what he terms as misusing public funds. 

Further, critics have questioned why the government is using more taxpayers' money to inspect projects they've launched and what the outcome of the inspection exercise will be.
