"President Ruto Cannot Be Trusted, He Says One Thing But Means The Opposite": Justin Muturi Says

Former Public Service Cabinet Secretary and Attorney General Justin Muturi has said he cannot work with President William Ruto.
Speaking to a local TV station on Sunday, November 9, 2025, Muturi said that Ruto cannot be trusted, arguing that he often says one thing but means the opposite.
Muturi said advising the President is difficult because Ruto prefers to deal directly with his advisors and thrives on intimidation.
He recounted an experience where Ruto called him on a Sunday to discuss a meeting at State House with webmasters, ICT officials, and Treasury officers.
Muturi said he was shocked because the meeting was not official and he was left out of key decisions.

“Mambo ya e-citizen, hizo vitu zote niikua najua. One Sunday, alinipigia simu akiniuliza ama naeza enda ikulu. Kufika hapo napatana na hawa vijana wa webmasters. Watu wa ICT, Treasury kila mtu ako pale. I was shocked because that was my first encounter with such a meeting that was not official.
The former CS revealed that major projects, including the E-Citizen platform, were executed without his input as Attorney General, leaving him sidelined from the decision-making process.
He said, “How the e-citizen deal went, it wasn’t brought to me as the Attorney General. Advising William Ruto is not possible because he is supposed to advise his advisors. He thrives on intimidation.”
Muturi also explained, “Kufanya kazi na mtu lazima ikue ni mtu ambaye anaeza aminika. Ruto ni mtu ambaye anasema jambo akikuakishia, he means the opposite of it.”
He added, “Ukiskia akisema ooh tutaanza mambo ya rationing ya stima sijui nini, hiyo ni biashara. He has procured a business somewhere.”
Muturi emphasised that working with someone who cannot be relied upon to be straightforward undermines proper governance and accountability.
He concluded by highlighting the importance of trust in leadership, insisting that advising a leader who operates through secrecy and intimidation is not feasible.
Muturi’s revelations come amid growing public scrutiny of how major government contracts and projects are handled under the current administration.
