In a circular issued by the Executive Office of the President, all Ministries, State Departments, and Agencies have been directed to discontinue non-designated payment platforms and migrate to designated Paybill 222222 by August 8.
According to the circular, the move is part of the government's plan for digitizing government services, which designates eCitizen as the digital payments platform and Pay Bill Number 222222 as the government's single payment platform.
All government departments must shut down all current non-designated Pay Bill numbers by August 10 and move all government services to the e-citizen platform by September 30.
At the same time, a compliance status report must be submitted by the end of August 8th by all Ministries and State Departments, along with a report on all services planned for onboarding onto the e-Citizen platform by the deadline of August 11 at 5 p.m.
The circular states that all accounting officers will be held accountable for the complete discharge and adherence to the directive.
When introducing the State's new digital services on June 30, President Ruto said the government could not account for some of the PayBill numbers used by various government agencies. He was speaking at the Kenyatta International Conference Centre (KICC).
"There is a dedicated government pay channel, 222222. The expectation of the government is that all government revenue must now use the pay channel so that Treasury can have sight of every government service that is paid for," he said.
"I am going to be making an announcement here that in the next 90 days, all other pay bills must be shut down because we have a problem with some of the PayBills that we cannot account for. We have close to over 1,000 PayBills some of which we don't have sight of. They must now be closed."
