IPOA Chairman Isaac Hassan Resigns From His Position

The Independent Police Oversight Authority (IPOA) Chairman, Isaac Hassan, has formally resigned from his position.

 

Hassan resigned on Tuesday, February 17, weeks after he was appointed a Judge of the Court of Appeal, Nakuru County.

 

In a notice by the board, IPOA said Vice Chairperson Ann Wanjiku Mwangi will serve as the chairperson in the interim.

 

Wanjiku Mwangi was among the witnesses who testified before the Senate on blogger Albert Ojwang's demise, where she argued that the CCTV footage from the incident had been tampered with.

 

 

During his term in the organisation, Isaac Hassan implemented several reforms aimed at strengthening police accountability and modernising the institution.

He spearheaded the IPOA Strategic Plan 2025–2030 with Chief Justice Martha Koome, designed to enhance public trust in law enforcement over a six-year period. 

 

Hassan championed police modernisation initiatives, including the mandatory use of body cameras and proposals to outlaw unmarked police vehicles to curb rights violations. The body cameras are yet to be implemented.

 

He also prioritised accountability for protest-related deaths, overseeing the registration of 60 demise following the 2024 Gen Z protests, closing 22 investigations internally, and forwarding multiple files to the Director of Public Prosecutions for potential charges.

 

To ensure credible investigations, he recommended establishing an independent forensic laboratory separate from both the police and IPOA.

 

Hassan also strengthened regional and international collaborations, signing a Memorandum of Understanding (MoU) with the African Policing Civilian Oversight Forum (APCOF) for capacity building and engaging the British High Commission to facilitate staff training and governance support programmes. 

 

Hassan promoted a unified approach to stakeholder engagement, holding high-level dialogues with Regional Security and Intelligence Committees in regions like Kisumu and Embu to improve cooperation between state agencies and the public.
