Public Service CS Justin Muturi nominee outlines his key priority reforms if he is appointed

Cabinet Secretary nominee for Public Service and Human Capital Development Justin Muturi has outlined his priority reforms should his nomination sail through. 

He stated that implementing the performance management programme to hold civil servants accountable based on quantifiable performance will be at the top of his agenda.

According to Muturi, a strong performance management system in which civil servants can be held accountable for their deliverables will boost efficiency and delivery. 

The Public Service CS nominee stated that he would also implement a reward programme to recognise outstanding civil servants in various state departments. 

He stated that the scheme, which is similar to one used in the Judiciary to address the backlog of cases, would help boost employee morale and overall performance. 

"There is a serious need to reward performance by recognizing civil servants in various departments for work well done," Muturi said. 

"This does not necessarily have to be monetary, and we will decide whether this can be done monthly or quarterly."

Also making it to the list of his priority reforms is streamlining the communication of government programmes, which he said has been marred by a lack of central communication in the past. 

"There has been all manners of communication from all quarters, sometimes if you are still awake at midnight, you will find there is still communication through some certain medium," he added. 

"We just need to instituitionalize it and make it work properly."

The Public Service nominee said he would follow the constitution to ensure fairness and equality in the hiring of civil servants, including tabling a report on departments that would go against the established framework. 

According to Muturi issues of gender equality and representation can be resolved if all state departments follow the constitution.
