President Ruto pardons ex KEMRI boss Davy Koech

Former Kenya Medical Research Institute (KEMRI) Director Davy Koech is among the 37 people pardoned by President Ruto in a gazette notice dated July 21, 2023.

Koech was found guilty on three counts of fraudulent acquisition of public property and sentenced to six years in prison in September 2021.

He was also accused of fraudulently acquiring KEMRI's property for Ksh.800,000 on August 17, 2006, in Nairobi.

According to the second and third charges, on December 12, 2006, he illegally obtained Ksh.6 million and another Ksh.12.5 million from the research institution.

He faced additional charges alleging that he used his position to corruptly transfer funds from the Vector Biological and Control Research (VBCR) account to himself

When he was the Managing Director, he was accused of transferring Ksh. 19.3 million from the institution's bank accounts to his personal accounts. The funds had been designated for the Kisumu Center for Disease Control.

In the gazette notice, Ruto also pardoned 2,944 petty offenders and 2,117 long-term offenders
