
Procedure for Executing the Death Penalty by Lethal Injection in Vietnam

Execution by lethal injection is a humanitarian method of execution adopted by many countries around the world. Currently, Vietnamese law also recognizes and applies only one method of execution, which is lethal injection, replacing the previous method of execution by firing squad.
The execution of the death penalty by lethal injection is carried out in accordance with the provisions of the Decree 82/2011/ND-CP and Decree 47/2013/ND-CP amending and supplementing a number of articles of Decree 82/2011/ND-CP. To be specific:
The injection drugs for use in the execution of the death penalty include:
Drug that induces unconsciousness;
Drug that causes paralysis of the motor system;
Drug that stops the heart function.
Each injection dose will apply all three types of drugs above and will only be used for one person.
The procedure for administering the injection is as follows:
The officer directly executing the death penalty is responsible for performing the steps:
Prepare 3 doses of the drug (with 2 doses as backup).- Identify the vein for injection: if the vein cannot be identified, report to the Chairman of the Execution Council to request a doctor to assist in identifying the vein.- Insert the needle connected to the drug infusion tube into the identified vein in the following sequence:- Step 1: Inject the drug that induces unconsciousness.

After administering the injection, the execution specialist must check if the convict has lost consciousness. If not, continue injecting until they lose consciousness.- **Step 2:** Inject the drug that causes paralysis of the motor system.- **Step 3:** Inject the drug that stops the heart function.
- After the third injection, check the convict's heart activity using an electrocardiogram. If after ten minutes the convict is not dead, the checker must report to the Chairman of the Execution Council to order the use of the backup dose and continue the injection process for the second time.- If after administering the two doses, the convict is still not dead, the Head of the Execution Team must report to the Chairman of the Execution Council to order the third injection.- On the order of the Chairman of the Execution Council, the forensic doctor shall proceed to examine and determine the condition of the convict and report the result to the Council.- After the forensic doctor concludes that the convict is dead, on the order of the Chairman of the Execution Council, the execution officer will stop the infusion and withdraw the needle and tubes from the convict.
