Six Cabinet Secretaries are set to make a comeback in President William Ruto’s newly constituted Cabinet as part of his plan to form a broad based government.
The six CSs who were reappointed include Kithure Kindiki (Interior), Alice Wahome (Lands), Aden Duale (Defence), Rebecca Miano (Attorney General), Davis Chirchir (Transport) and Soipan Tuya (Environment).
Alongside five other nominees, the new Cabinet will undergo vetting in Parliament to ascertain if they are fit to hold office and can deliver on their mandate.
One of the underlying questions often posed during the vetting session is the nominee’s net worth and properties owned. The declaration is guided by law according to the Public Officer Ethics Act 2003, which entails that every public officer must make financial declarations of incomes, assets and liabilities.
Failure to make the declaration or providing false information is an offence and attracts a fine, upon conviction, not more than Ksh.1 million or one-year jail term or both.
The six faces making a comeback were vetted in October 2022 and their total net worth stands at Ksh.2.64 billion. Here is the breakdown below:
Kithure Kindiki
The returning Interior CS’s net worth is Ksh.544 million. During the vetting session in October 2022, Kindiki said that his sources of income include law practice, businesses and consultancy practices.
The Ksh.544 million comprises land and buildings worth Ksh.165 million, bank deposits of Ksh.50 million, investments in shares and deposits at five different Saccos which were not mentioned.
Aden Duale
Defence CS nominee Aden Duale declared his net worth at Ksh.851 million, amassing his wealth from his assets and annual income.
He listed assets such as owning 231 camels in Kitui County, sheep and also earns Ksh.10 million annual income mainly comprising rentals.
Alice Wahome
In October 2022, Wahome underwent vetting for the position of Water CS and declared her net worth as Ksh.218 million.
According to Wahome, the net worth is made up of assets she shares with her husband Dr.Godfrey Wahome Ng’ayu who is a certified obstetrician and gynaecologist.
Wahome’s sources of income was made up of the salary she earned as an MP, monthly rent from some of her properties and monthly allowance from her law firm of Ksh.100,000.
"I get a fuel allowance of about Ksh.100,000 from my firm and also from these properties, which are in my name, I get about Ksh.500,000 a month but at the moment they do not have tenants since Covid and therefore I have no income coming from that end. I'm relying on the little Ksh.100,000 and the MP salary,” she said on October 17, 2022.
According to the SRC, MPs earn a monthly income of Ksh.725,502.
Rebecca Miano
From East African Community CS to assuming the Trade ministry position and now set to be the first female Attorney General, Miano has been reshuffled in various ministries during President Ruto’s tenure.
While declaring her net worth in 2022, she said she had amassed Ksh.397 million which includes property shared with her husband.
She stated that her net worth was amassed in her 30 years career and assets such as two houses; one in Nyahururu and one in Nairobi. She also owns three vehicles; Toyota Prado, Mitsubishi Pajero and Isuzu truck.
Davis Chirchir
The former Energy CS is now set to become the Transport CS, taking over from Kipchumba Murkomen.
In October 2022, Chirchir declared his net worth as Ksh.482 million, which comprised investments made throughout his life.
He listed owning homes in Karen and Kilimani, rental apartments in Westlands and a family-owned tea value-addition business
“My financial network as declared in item number 25 in the criteria of vetting and approval is Ksh.482 million, tabulated as farms in Olengurwaini, Kipsenoi, a house in Spring Valley valued at Ksh.95 million, my Karen residence, some rental property in Westlands, in Matundu valued at Ksh.50 million, vehicles, bank accounts and investments in a family tea value addition business called Chebango EPZ tea company at Ksh.185 million," he said.
His annual income amounts to Ksh.12 million and mainly comes from salary, farm and rental returns.
Soipan Tuya
Tuya is also making a comeback as Environment CS, a role she held since 2022.
During the vetting session, she declared her net worth to be Ksh.156 million.
This comprised of assets such as three homes based in Nairobi, Narok and another in her village. Others include motor vehicles, apartments, plots of land and a dairy business.
