The Controller of Budget, Dr. Margaret Nyakang'o, now wants the Nairobi City County to regulate the hiring of staff on contract and casual workers to minimise expenditure on salaries and allowances. 

In the first quarter report for the 2025/2026 financial year, the CoB says the county spent 69 per cent of its revenue, amounting to Ksh.4.7 billion, on staff compensation. 

Between July and September, the Johnson Sakaja-led administration received a total of Ksh.6.6 billion, comprising of Ksh.3.4 billion equitable share from the national treasury and Ksh.2.5 billion own-source revenue.

The Controller of Budget report indicated that Nairobi County, during the three months period, collected Ksh. 470 million from County run hospitals while Ksh.408 million was collected from parking fees. Building permits and both unified and single business permits yielded over Ksh.300 million each.

The county spent Ksh.5.3 billion on recurrent expenditure that included staff personal emoluments and recurrent programmes and Ksh.202.2 million spent on development projects.

During the period under review, the expenditure on employee compensation totalled Ksh.4.79 billion representing a 69% of the total share during that period. Of this total, Ksh.2.03 billion related to the health sector employees, account for 42 per cent of the overall employees’ compensation.

The Nairobi County assembly spent Ksh.12.7 million on committee sitting allowances for the 124 MCAs against the annual budget allocation of Ksh.70 million.

During the reporting period, the county spent Ksh.519.15 million on operations and maintenance, representing an increase of 207 per cent compared to a similar period of FY 2024/25.

According to the report, the environment and sanitation docket gobbled more than half of the development project expenditure with the supply of medium track dozer with tipper costing Ksh.75 million and an additional Ksh.75 million shillings for the supply and delivery of medium tracked dozer.

In the report, Nyakang’o wants governor Johnson Sakaja and his administration to ensure that salaries are processed through the HRIS system, and the county to fast-track the acquisition of unified personnel numbers for their staff to improve salaries efficiency.

Nyakang’o further wants the county public service board to regulate staff engagement on contract and casual workers and strictly adherence to the approved staff establishment as per the law.
