Who is Farouk Kibet?: The dreaded 'hand of the king' who runs the President's diary with an iron fist

No other figure in the William Ruto administration evokes as much fear, reverence and palpable awe as Farouk Teigut Kibet, the President's personal assistant and an enigmatic character some have dubbed Kenya's co-president.

 

A master at statecraft, Kibet has emerged as the President's most potent tool, a formidable behemoth whose word is law and who rides roughshod across the gilded State House corridors, taking no prisoners and spelling out the government's objectives in no uncertain terms.

 

Since Ruto ascended to power, Kibet has gradually become the embodiment of state power, appearing to be directly behind all the government's stratagems, his skills in mobilisation and running the show coming in handy in an obviously calamitous administration.

Many who have spoken about the man have compared him to Nicholas Biwott, the so-called 'Total Man' who bestrode the Moi era with unchecked power and rattling veneration, becoming such a fabled figure, his lore still rattles the streets decades after the ignominous collapse of the KANU regime.

 

Like Biwott before him, Kibet has proficiently fashioned himself as the man who ultimately has the President's ear - and the man whose edicts all must acquiesce to; a man who does not just run the show but a man who, really, is the show

 

From former Deputy President Rigathi Gachagua to the likes of Majority Leader Kimani Ichung'wa, Kibet has been clearly described as the man who calls the shots at State House and a man intricately involved in the President's public agenda, charged with overseeing the meticulous delivery of every one of Ruto's simplest ventures.

 

In public, he normally appears with his trademark scowl, perhaps a man whose head is still an ever-running engine of maze-like last-minute ideas he would wish implemented, as he surveys the crowds, darts his eyes and scrutinises the speakers with conscientious precision.

At some gatherings, which tend to get messy with discordant movements, bulging crowds and an apparent suspension of protocol, Kibet can be seen dashing to take charge of the unfolding mess  - gesturing wildly, issuing commands and personally chaperoning senior government officials, evidently miffed at the senseless moments of disorder.

 

In a tell-all interview on KTN Monday night, former DP Gachagua accused Farouk Kibet of exerting disproportionate influence over the government, making it impossible for State officials to perform their duties effectively.

Gachagua further revealed that Kibet, along with Dennis Itumbi, had caused discord and frustration within the administration, undermining the functioning of the government.

 

"Farouk Kibet is not a small person. Ministers tremble in his presence. He wanted to run my office, and that is when we differed,” Mr. Gachagua said. “He wanted to turn my office into a corruption den, and I told him off. The government of [President] Ruto is run by Dennis Itumbi and Farouk. They work in cahoots with the President.”

 

He added, "He is a co-president in this country, and he runs the government. Everybody reports to him; the IG of Police, Head of Public Service and Cabinet Ministers. William Ruto issues instructions to Cabinet Ministers through Farouk Kibet."

Despite some of the allegations routinely levelled against him by various leaders, some who actually spoke glowingly of him, Kibet has never taken to the media to address the controversies, preferring to remain in the shadows where he has continued to exert immense authority and remain steadfastly at the helm of the President's rule.

 

At a past public rally, Kimani Ichung'wa said of Farouk: "You may be seeing a simple village man. Someone who played football here and became a councillor. But go to Nairobi, and you will know who Farouk Kibet is. In fact, go to State House, you will know who Farouk is. If he decides to close the doors, you are not going in, including Ministers... "

 

Online, videos continue to emerge showing the President's PA in his unquestionable element, running the show, publicly throwing himself into situations and dragging senior leaders around, his royal impatience looming large.

Back in January, during a visit of the Ngeria TTI in Uasin Gishu county, a video emerged showing Kibet physically nudging Deputy President Kithure Kindiki to edge closer to President Ruto and join him in clapping hands and applauding the troupe of dancers.

 

Kindiki may have been wearing a sheepish smile, but Kibet was stone-faced and not in the mood for disorder. 

Around the first week of January, the current DP, while at the wedding of CS Rebecca Miano's son, appeared wearing sunglasses, further buttressing a wild rumor of a physical altercation with Kibet.

 

On April 8, yet another video made rounds on X, showing the President's PA throwing himself into a chaotic group of leaders and security officers before being seen quickly - and grimly - shepherding CS John Mbadi from the red carpet, as both stormed off in a frenzied scene characterised by much havoc.

 

Ever ambitious, a young Farouk Kibet quickly rose the local political ladders, becoming a renowned provocateur and astute mobilizer in Uasin Gishu who would jot down hundreds of letters to the Standard Newspaper, ranting over a myriad of political hot topics before finding himself in the fuzzy world of William Ruto, a timely trajectory which ultimately changed his life.

There are rumours that he may be eying a political seat with all the church fundraisers he attends, the political statements he issues and the number of top political personalities he drags to all his functions.

 

Armed with a steely stare and an unflinching resolve, Farouk Kibet remains solidly in charge of all State affairs, and even though he doesn't take time to directly address his detractors, the mere mention of his chilling name will continue to confound both friend and foe for as long as William Ruto remains in power.

Nothing dallies in his path; not even the mightiest typhoons could sway the muscle of his sheer force.
