EACC arrest IEBC official for using forged academic certificates to secure employment

The Ethics and Anti-Corruption Commission (EACC) has arrested a senior Independent Electoral and Boundaries Commission (IEBC) official after she was allegedly found to have used forged academic certificates to secure employment at the electoral body from April 4, 2012.

EACC Spokesperson Eric Ngumbi said that Caroline Sabiri Manyange, Manager for Boundaries Delimitation, was arrested at her home in Nairobi West on Monday and escorted to EACC Integrity Centre Police Station where she is currently being detained.

The commission noted that their probe revealed that Caroline forged a Master of Arts (Population Studies) degree certificate from the University of Nairobi awarded on May 9, 2004, and used it to obtain a promotion at IEBC.

This earned her a cumulative salary and benefits amounting to over Ksh.37 million which EACC says constitutes a fraudulent acquisition of public property.

Caroline was apprehended after the Director of Public Prosecutions (DPP) gave a nod to EACC that she be charged with the offences of forgery contrary to section 345 as read with section 349 of the Penal Code and uttering a false document contrary to section 353 of the Penal Code.

EACC now says it will proceed to file civil proceedings in court to recover the Ksh.37 million Caroline has accrued over the years.

She is scheduled to be arraigned before the Milimani Anti-Corruption Court later today.
